The spring Texas Legislative Black Advocacy Day which takes place bi-annually gathers individuals, business, and civic groups to the capitol to experience firsthand the operation of the House of Representatives. The invitees meet with the house and or senate members to be recognized. Member resolutions are presented to the attendees. The recipient of the Outstanding Texan Award was presented to Roland Parrish at the invitation only event.
Every TLBC member can honor two awardees, Senator Royce West and Carol West selected Mr. Parrish, then introduced him in front of the audience at a private dinner. Also in attendance was media mogul Roland Martin who was nominated by Representative Jolanda Jones.
TC Broadnax, the City Manager of Austin also came out to support Mr. Parrish.
